Election Information

State and Municipal Elections are held at the Fire Station located at 86 River Road. The Town of Newcastle holds their Municipal Election on the 2nd Tuesday in June. There is usually a State Election on this day as well. The Annual Town Meeting is traditionally held on the following Monday evening. In addition to voting for a Select Board member, a Trustee to the Great Salt Bay Sanitary District, and a member of the School Board, there are two items locally that we're asking the voters of Newcastle to consider:
ARTICLE 3: Shall the Town use referendum (ballot) voting for the 2026 Annual Town Meeting for all warrant articles?
Explanation: This question is being asked as a straw poll question. Under MRSA 30-A §2528.5, The Select Board has the authority (with a public hearing) to place an item for consideration on the ballot. They'd like to get feedback from the public about placing all of the Annual Town Meeting warrant articles on the ballot next year in place of the Open Town Meeting portion due to a lack of attendance - At last year's Open Town Meeting we had 38 voting attendees which represents 2% of the registered voters in Newcastle.
The Public Hearing for this item was held on March 24th.
ARTICLE 4: Shall the Town raise and appropriate a sum of money not to exceed $900,000 for its Capital Road Program through a loan agreement or municipal bond with terms deemed by the municipal officers as being in the Town's interest?
Explanation: This question is the Select Boards effort to address certain risks. This approval could serve multiple purposes:
1 - to borrow for one (or all) of the proposed Capital Roads Program and, if approved, consider reducing the Transfer to this Reserve expenditure at the Annual Town Meeting on June 16th. This could help reduce the tax burden for FY26.
2 - Strategically combining borrowing for large projects (like Hopkins Hill Road) with annual property tax revenues for smaller ones could become a sustainable long-term funding strategy that shares the cost across current and future property owners in Newcastle.
3 - With Bond approval and keeping the funding in the Capital Roads Reserve as budgeted, the Town of Newcastle would have the flexibility amid state-level uncertainty, including a potential people’s veto of the budget that could suspend state funding to municipalities. We'll know more about where this is headed after June 18th, but we could still move forward with infrastructure needs (through the bond) and at a future Special Town Meeting, move the money from the Capital Roads Reserve into the operating budget to offset other state revenue shortfalls.

Voters returning ballots can drop them off at the town office by using the secure dropbox located by the door, mail them to PO Box 386 Newcastle ME 04553, or come into the town office to hand in your ballot in person.

*The town will get the ballots approximately 30 days before the date of the election. Town staff will mail out ballots as soon as possible. Please remember to SIGN THE RETURN ENVELOPE. The signature line will be highlighted on the flap of the envelope.
